The development of a computational system for energy management in public facilities is presented. The ContaLuzWeb system is a support tool devised to aid the public manager in the power consumption and cost analysis related control and settling processes. The Energy Management System may be applied to any institution, both public or private, belonging to the services sector or to the productive sector. Analyzing statistical data on electric power and thermal energy consumption sectorized by operative area it is possible to obtain performance indexes and other useful information. This information then allows the energy management taskforce to take adequate measures. Supported by the ContaLuzWeb system a program named PureUSP was developed program, software that  has allowed to incentive the rational use of  energy at the University of São Paulo and to increase the efficiency of the energetic resources.
