This study presents the initial phase in the construction of a numerical model that is possible to apply to more than one national watershed in searching for optimal policies for the allotments of water volumes. This model is formed of two parts, including one which simulates the flow of water volumes stored through soil percolation, evaporation, and flows from individual dams, based on storage and extraction regimes, and a second which, supported by the preceding, searches for optimal answers based on genetic algorithms . The criteria applied for the allotment policy is that established by the Directorate of Surface Waters and River Engineering of the National Water Commission. The results obtained with the model for several national watersheds are encouraging and the model is being modified to include in it other special characteristics.
