MONCADA, Carlos A.; BOCAREJO, Juan P.  e  ESCOBAR, Diego A.. Impact Assessment on Motorization as a Consequence of Vehicle Restriction Policies, Methodological Approach for the case of Bogotá and Villavicencio - Colombia. Inf. tecnol. [online]. 2018, vol.29, n.1, pp.161-170. ISSN 0718-0764.  http://dx.doi.org/10.4067/S0718-07642018000100161.

This work makes a methodological contribution to the analysis of the impact of transport policies, using quasi-experimental methods, comparing treatment and control households to estimate the effects on motorization. Vehicle congestion and sustainability of mobility have been identified as the main problems in latin-american cities. Measures such as the prohibition of using vehicles during some periods of the day, which are known as vehicle restrictions, are the main objectives of this research. However, after several years of implementation of these measures, it is observed that vehicle restrictions have promoted the purchase of more vehicles. The results of this research suggest that all-day restriction policies as they have been implemented in cities such as Bogotá and México, instead of contributing to the reduction of the use of private vehicles have promoted the purchase of more cars among higher-income families. Families affected by the measure show a tendency of 20% more willingness to purchasing another vehicle when they are compared with households in cities without vehicle restriction policies.
