This article presents the description of their jobs made by 15 first and second level managers, who worked in state organizations. The results were validated in three seminars and indicate that managers, although they do not have theoretical representations or models that allow them to make precise descriptions, if they identify challenges in a diversity of roles. Top-level managers describe challenges that overlap with those of their institutions, focusing primarily on project generation and negotiation with external counterparts. Second-level managers are dedicated to planning, general management and peo ple management, including leadership. The analysis allows to con clude that Mintzberg's model of managerial roles (1973) includes a good part of the challenges described by the participants and that, in addition to other actions, it is necessary to complement the sup port to the role of leader with actions oriented to form and to support other Roles. Recommendations, limitations, and suggestions for future studies are included.
