The article refers to the current debate on the need for change to the Constitution, specifically about the democratic legitimacy of the Constituent Assembly as a mechanism to bring about a comprehensive constitutional change, and the output that delivers a constituent operation, understood in broader terms than the constituent assembly as a mechanism of constitutional change.
