In recent years, decentralization has become one of several factors used to explain regional development, citizen participation and territorial management processes. Today, decentralization assumes an important role in consolidating the improved performance of subnational governments and in the empowerment of regional societies to manage their territories. This article presents a bibliographic review of current decentralization tendencies and the relationship with the capacities of subnational governments and territories. Conceptual and theoretical aspects and experiences are outlined, followed by a synthesis of the main studies and research work on Latin American and Chilean realities in terms of decentralization levels, from the perspective of subnational capacities. Finally, conclusions and possible future lines of research linked to complementarity and territorial social roots are outlined, to aid implementation of decentralization processes.
