This work analyses the initial review of petitions submitted to the Inter-American Commission of Human Rights and suggests the need of paying more attention to the principle of subsidiarity in said proceeding. The foregoing in order to reduce the important delay incurred in by the Commission as to petitions revision. Given that there is no literature describing this proceeding, this paper does; and compares it with the analogous proceeding carried out before the European Court of Human Rights. Finally, we advise that the way in which two concretions of the principle of subsidiarity are applied, namely, the rejection of petitions appealing to use the Commission as a "fourth instance"; and the rejection of petitions that do not seem to have exhausted the internal resources should be reassessed.
